Cumhurbaşkanı Recep Tayyip Erdoğan’ın dün açıkladığı yeni düzenlemeler ile kW sınırı ve KDV oranları değiştirildi.
Elektrikte katma değer vergisinin (KDV) yüzde 18’den yüzde 8’e indirilmesi ile düşük tüketim sınırının günlük 8 kWh, aylık olarak da 240 kWh’ye yükseltilmesine ilişkin düzenlemeler Resmi Gazete‘de yayımlandı.
Resmi Gazete’nin bugünkü sayısında yer alan mal ve hizmetlere uygulanacak KDV oranlarının tespitine ilişkin kararda değişiklik yapılmasına dair Cumhurbaşkanı kararı uyarınca, “Mesken ve tarımsal sulamada abone gruplarına yapılan elektrik teslimleri” kararın ek II numaralı yüzde 8 KDV oranı uygulanacak teslim ve hizmetler listesine dahil edildi.
Enerji Piyasası Düzenleme Kurulu (EPDK) kararlarıyla, elektrikte mesken abone grubu için belirlenen günlük düşük tüketim sınırı 7 kWh’den 8 kWh’ye çıkarıldı. Bu kararla, mesken abone grubu için aylık düşük tüketim sınırı 210 kWh’den 240 kWh’ye yükseltilmiş oluyor.
EPDK’den yapılan yazılı açıklamada elektrik fiyatlarındaki tarife düzenlemesinin 1 Mart itibariyle geçerli olacağı belirtilerek, “1 Mart 2022 tarihinden itibaren geçerli olmak üzere mesken aboneleri için düşük kademe limiti günlük 8 Kilowatt (aylık 240 Kilowatt) olarak belirlenmiştir. Bu oran mesken abonelerinin yüzde 81’ini yani yaklaşık 32 milyon aboneyi kapsamaktadır. Yapılan yüzde 10’luk KDV indirimi ile birlikte mesken abonelerinin günlük 8 Kilowatt’a kadar olan tüketim miktarları için nihai fiyat 1,26 TL/Kilowatt, günlük tüketimlerinin 8 Kilowattın üstündeki kısmı için ise 1,89 TL/Kilowatt olarak uygulanacaktır. Düşük kademenin kapsadığı tüketim miktarının arttırılması ile birlikte mesken abonelerinin nihai faturasına yansıyan indirim oranı yüzde 14 seviyesine ulaşabilmektedir. Bir örnek ile açıklama gerekirse 30 günlük fatura döneminde 240 Kilowatt tüketimi olan bir mesken abonesi, Şubat ayında 350 TL elektrik faturası ödemişken aynı tüketim miktarı için Mart ayında 302 TL fatura ödeyecektir” ifadeleri kaydedildi.
Ticarethane statüsündeki abonelikler için de kademeli tarifeye geçildiği belirtilen açıklamada şu ifadelere yer verildi:
“Yapılan bir diğer düzenleme ile ticarethane statüsündeki abonelikler için de kademe uygulamasına geçilmiştir. Mart ayından itibaren ilgili abonelerin günlük 30 Kilowatta (aylık 900 Kilowatt) kadar tüketimleri için yüzde 25 oranında indirim yapılmıştır. Bu kademedeki ticarethane abonelerinin günlük 30 Kilowatta kadar olan tüketim miktarları için nihai fiyat 2,05 TL/ Kilowattır. Bu düzenleme ticarethane abonelerinin yüzde 91’ini, yani yaklaşık 6 milyon 315 bin aboneyi kapsamaktadır. Ayrıca kurumumuz tarafından Dağıtım Lisansı Sahibi Tüzel Kişiler ve Görevli Tedarik Şirketlerinin Tarife Uygulamalarına İlişkin Usul ve Esaslar’da da değişiklik yapılarak mesken abone grubunun kapsamı genişletilmiştir. Böylelikle 1 Mart 2022 tarihinden itibaren geçerli olmak üzere iktisadi işletmeleri hariç olmak üzere dernek ve vakıf merkezleri ile bunların şubeleri, cemevleri, köylerde içme suyu temini ve dağıtımı amaçlı kullanılan tesisler, mesken abone grubu kapsamına alınmıştır.”
